JAKARTA – State-owned utility company PLN has set its sights on renewable energy contributing 34.3 percent of the national energy mix by the end of 2034, as reflected in the electricity business plan (RUPTL) for 2025–2034.
This would outpace a similar target outlined by the National Electricity General Plan (RUKN) for 2025–2060, which aims for 29.4 percent in the same year, the company said on Monday.
“The renewable energy mix in 2034 will increase to 34.3 percent, exceeding expectations set in the RUKN,” PLN chief Darmawan Prasodjo told a press conference on Monday on the updated RUKN and RUPTL, as quoted by Bisnis.com.

Indonesia’s renewable energy mix stood at 14.1 percent in early 2025, significantly below the 23 percent target for this year outlined in the previous long-term planning.

PLN’s updated road map outlines a gradual increase in the renewable share of the national energy mix, from 15.9 percent in 2025, 21 percent by 2030 and rising annually to reach 34.3 percent in 2034.
The utility company’s projections diverge from the RUKN from 2031 onward, with PLN’s RUPTL estimates consistently higher, 26.1 percent versus 23.9 percent in 2031, and 32.5 percent versus 29.4 percent in 2033.
PLN plans to create an additional 42.6 gigawatts of new and renewable power capacity between 2025 and 2034. That is equivalent to 61 percent of the planned 69.5 GW of additional electricity capacity over the next decade.
Of the planned total 42.6 GW renewable power capacity, 17.1 GW will come from solar power, followed by hydro, wind and geothermal power at 11.7 GW, 7.2 GW and 5.2 GW, respectively. The rest will be produced by bioenergy and nuclear power plants.
However, the company will also add more fossil fuel power plants, including 10.3 GW from gas and 6.3 GW from coal. An additional 10.3 GW of power generation is planned through battery and hydropower plant storage.
Despite more ambitious planned renewable procurements, experts have raised concerns that PLN and the government have made a priority of frontloading coal- and gas-powered plants in the first half of the 10-year plan, with renewables mostly being put back to the second half.

The new RUPTL was also designed on the assumption that the economy could grow by 8 percent by the end of 2029, which officials hope will translate into a surge in power demand roughly at the same pace.
However, experts warn this could lead to overestimations, repeating the mistakes of the past administration that resulted in PLN generating more power than the country could consume, thus prompting the government and PLN to postpone renewable projects planned in the second half of the timeline.
